Avid, if you didn’t know, is the de-facto DV editing suite on the PC and aside from Final Cut it is on OS X. I would recomend you download it and use it if you plan on doing any video editing on your PC. It’s gotta be comparable to the new basic Premiere version and it’s FREE.
